The purpose of the Council is to serve as the advisory body for the operation of the educational programs at All Saints Catholic Parish.  It is a satellite of the Dallas Diocesan School Council, subject to its policies and regulations.

The All Saints School Advisory Council (SAC) shall be responsible for all aspects of the formal educational programs of the school.  in the development of its policies, it must assure that these follow the intent and spirit of the policies laid down for the Diocesan system by the Diocesan Council of Education.  It shall have as a most important duty the implementation of the policies of the Diocesan Council of Education at the local level.  A partial list of other duties and functions follows:

  • To be familiar with the state goals and indicators for Catholic education in Texas
  • To formulate a mission statement, philosophy, and goals for the educational programs
  • To formulate an on-going five-year plan for the school program and for the Council itself
  • To interpret, follow, and be accountable for adherence to the policies of the Diocese as enunciated in the school handbook
  • To formulate additional policies which may be necessary for the parish program
  • To assume fiscal management to the degree shared with them in formulating budgets and analyzing annual fiscal reports
  • To evaluate the implementation of policies
  • To foster a strong faith community among themselves and to share the same with the parish community
  • To seek a better understanding and wider support of Catholic education within the local community
  • To establish committees according to the need (these committees are limited in function to matters falling under the jurisdiction of the Council.  Special committees shall disband upon acceptance of the committee report and are to have a maximum duration of one year, unless members of the Council recognize a continuing need for the committee to exist.)
  • To evaluate own effectiveness as Council members
  • To serve as the local committee in the planning and building of new educational facilities

Council Composition

Members of the School Advisory Council:

  1. The pastor as ex-officio member of the Council.
  2. The parochial school principal, as executive officer of the Council, shall be responsible to the Council for carrying out its policies and be responsible administratively to the Diocesan Superintendent of Education.  The principal is an ex-officio member of the Council.
  3. The Council is made up of a minimum of 7 members; and a maximum of 10 members total.
  4. At least 4 of the Council members shall be representatives of committees, standing or special, with balance of Council members appointed by the Pastor.

Each appointed member shall serve a term of three years.

Qualifications of the Council

  • All members must be at least 18 years of age, registered in, and contributing to All Saints Parish
  • Members and immediate families must be free of any financial commitments through service, such as paid employees or those on a retainer fee for the Diocese or the local level
  • Representatives must be free to serve without conflict of interest or vested interest
  • Members must be unrelated by blood or marriage to any other seated Council member

Any member, other than an ex-officio member, will cease to be a member of the Council if they are absent from three regular meetings in any one year.  The Council shall have the power, by vote, to excuse a member for failure to attend any meeting.

The Council may remove a member from the Council membership for cause.  Actions for removal must pass by at least three/fourths of the voting members of the Council.

Vacancies of lay membership on the Council occurring in the period between elections shall be filled, upon recommendation from the Council, by appointment by the pastor.  Said appointment shall pertain only until the next election.

Terms of Office

  • Term of office is three years
  • No member may serve more than two consecutive terms

The call for new members shall be published in the parish Sunday bulletin for 4 consecutive weeks prior to the appointment by the Pastor.

The newly appointed members take their seats on the Council on August 1, enjoying no power until that date.

Third Sunday Mass

Any ASCS student who wears their DRESS UNIFORM to any of the Sunday masses will receive a uniform pass!  The sign up sheet will be on the table in the Atrium.
